Signing of a Historic Agreement Between the State and ADM for Highway Development 2025-2032.

A strategic memorandum of understanding was signed this Friday in Rabat between the Moroccan State and the National Motorway Company of Morocco (ADM), marking the launch of an ambitious investment program for the 2025-2032 period. This agreement aims to strengthen the Kingdom’s highway infrastructure through major projects and the establishment of a dedicated financing mechanism for the expropriation of land required for the construction of the Rabat-Casablanca Continental Highway.

A Signing Ceremony in the Presence of High Officials

The signing ceremony brought together several key figures, including Nizar Baraka, Minister of Equipment and Water, Fouzi Lekjaa, Minister Delegate in charge of the Budget, Abdellatif Zaghnoun, Director General of the National Agency for Strategic Management of State Holdings, Mohammed Cherkaoui Eddeqaqi, Director General of ADM, and Khalid Safir, Director General of the Caisse de Dépôt et de Gestion (CDG).

A 12.5 Billion Dirhams Investment for Strategic Projects

This memorandum of understanding provides for a total investment of 12.5 billion dirhams for the implementation of three major projects:

  • The Rabat-Casablanca Continental Highway, designed to alleviate traffic congestion between the country’s two main metropolitan areas.
  • The Tit Mellil-Berrechid Highway, aimed at improving connectivity within the Casablanca region.
  • The transformation of the Ain Harrouda and Sidi Maarouf highway interchanges, to optimize accessibility to the Grand Stadium of Casablanca in preparation for the 2030 World Cup.

These projects align with the High Directives of His Majesty King Mohammed VI, advocating for the development and modernization of the Kingdom’s transport infrastructure.

An Innovative and Sustainable Financing Approach

The program benefits from a budget envelope of 16 billion dirhams, mobilized through an innovative financing approach that ensures ADM’s financial stability while limiting reliance on the State budget.

Additionally, a specific protocol has been signed between ADM, the Ministry of Economy and Finance, the Ministry of Equipment and Water, CDG, and CDG Capital. This initiative allocates 1.2 billion dirhams for compensating landowners expropriated for the construction of the Rabat-Casablanca Continental Highway.

A Key Project for Mobility and Competitiveness in the Kingdom

With an estimated investment of 6.5 billion dirhams, the Rabat-Casablanca Continental Highway will extend over 60 kilometers, linking the Rabat bypass highway from the Ain Atiq junction to the Casablanca bypass highway at Tit Mellil. This strategic project aims to streamline traffic along this vital corridor and provide an efficient alternative for users.

Significant Progress in Project Implementation

ADM has emphasized that work contracts for various project sections are progressing rapidly in parallel with the expropriation process, ensuring adherence to set deadlines.

This initiative marks a major milestone in the development of the Kingdom’s highway infrastructure, reinforcing Morocco’s position as a regional hub for transport and logistics. It also highlights the authorities’ commitment to addressing growing mobility needs while preparing the country to host major international events, such as the 2030 World Cup.
